Motion Passed: Regeneration and Bakerloo Line extension

This CLP notes: 

  • The massive impact of Covid 19 on London’s infrastructure, the reduction in income for Transport for London (TfL) and the ongoing Government’s austerity agenda 
  • The recent announcement by TfL that the Bakerloo Line Extension (BLE) is not to go ahead and will not for a long time, if ever
  • That most of the redevelopments in the Old Kent Road Ward that have successfully been through Southwark Council’s Planning Committee are unlikely to be financially viable without the BLE being funded and delivered 
  • That redevelopments being approved are progressing despite the TfL announcement and the financial viability problems 
  • That Southwark Council does not seem to have a plan B for the Old Kent Road redevelopment area now that the BLE plans have collapsed 

This CLP believes that: 

  • No large redevelopment on the Old Kent Road can now be financially viable
  • There is a real and grave risk of the whole regeneration area not being redeveloped for many  years while we wait for the BLE and this will result in a planning blight in the area
  • No redevelopment can progress in this situation and any plans to start any works must be stopped 
  • There needs to be an immediate financial and viability review of the redevelopment plans that have been through planning i.e. Ruby Triangle and Cantium developments  
  • There should be an immediate moratorium on any future planning proposals for the Old Kent Road and a rethink involving local groups and communities 

This CLP demands that Southwark Council: 

  • Arranges an urgent meeting between the Old Kent Road Branch with the new Council Leader, Cabinet member for Housing and for Planning to discuss the issues 
  • Immediately review any redevelopment works and carries out an urgent financial and viability review of the redevelopment plans that have been through planning i.e. Ruby Triangle and Cantium developments 
  • Implements an immediate moratorium on any future planning proposals for the Old Kent Road
  • Reports the outcome of the reviews to the Old Kent Road Branch and the Labour Group as a whole  
  • Urgently develops a new Old Kent Road regeneration plan with all the stakeholders in the Old Kent Road area
